What is an IMIV?

The Traffic Impact Mitigation Report (IMIV) is a study required by the Ministry of Transport and Telecommunications that assesses how a project may affect traffic in its surroundings. It is a mandatory requirement to obtain the building permit when the project causes an increase in traffic flow, whether from vehicles or pedestrians. An IMIV must be carried out to mitigate such impacts.

Types of IMIV

Depending on the project size, its impact on the surrounding road network will vary. Based on the generated and attracted flows of people and vehicles, the IMIV is classified as Exempt, Basic, Intermediate, or Major.

Small projects are exempt from conducting an IMIV study, only requiring a procedure with the Mobility Impact Assessment Service (SEIM). This process is free and can be completed by the project owner. If needed, we can complete it for you in just 3 hours.

The IMIV Review and Processing Process

When an IMIV is submitted for review to the Mobility Impact Evaluation Service (SEIM), a review process begins through a single-window system composed of the Municipal Traffic and Works Directorates, the Regional Transport Secretariat (SEREMITT), and other public entities involved in the project area such as MOP, SERVIU, UOCT, SECTRA, DTPM, DTPR, Metro, EFE, among others, which review the project and issue observations.

IMIV Review

The Traffic Directorate, the Regional Transport Secretariat (SEREMITT), and other consulted agencies will review the project within 45 days for basic IMIVs and 60 days for intermediate or major IMIVs.

Resolution

The Traffic Directorate or SEREMITT will issue a resolution of approval, rejection, or with observations. If no resolution is issued within the deadline, you may request approval by positive silence.

Correction

If the project receives observations, the applicant must resubmit the project addressing the comments. There are 20 days for basic IMIVs and 30 days for intermediate or major IMIVs.

Verification and Final Resolution

The Municipality or SEREMITT must verify the correction of the observations and approve or reject the project. They have 20 days for basic IMIVs and 30 days for intermediate or major IMIVs.
